DARIPADA EX-CEO JCORP

Bekas CEO: ‘Superman’ rampas kuasa JCorp, gugat masa depan syarikat

KUALA LUMPUR, 18 Dis — Bekas ketua pegawai eksekutif JCorp, Tan Sri Muhammad Ali Hashim, mendakwa wujud pengaruh luar, yang disifatkan sebagai “tangan-tangan Superman”, merampas kuasa pengurusan perbadanan itu, sekali gus menentukan hala tujunya yang tidak menentu termasuk memburukkan masalah hutang.

Menurut beliau, “tangan-tangan Superman” itu merupakan antara faktor menyebabkan perancangan asal JCorp melepaskan aset dan bisnes kurang strategik bagi menyelesaikan masalah hutang, yang disediakan oleh pengurusan JCorp, diketepikan.

Dengan merujuk kepada skim penyusunan semula pegangan saham QSR Brands Bhd dan KFC Holdings Bhd (KFCH) seperti yang sedang diketengahkan kebelakangan ini, yang akan turut menjadikan kedua-dua syarikat terbabit diubah status menjadi syarikat “persendirian”, bekas presiden JCorp ini turut mempersoalkan kenyataan Massive Equity kelmarin.

Meskipun langkah itu adalah baik untuk syarikat rangkaian makanan segera KFCH, Muhammad Ali menambah, skim tersebut akan menambah beban hutang JCorp dan bukan mengurangkannya.

“Ini akan memaksa JCorp menjual aset lain kemudiannya untuk membayar balik hutang yang bertambah besar dan kemungkinan besar melibatkan penjualan pegangan ke atas QSR dan KFCH yang diswastakan kepada pihak ketiga,” kata beliau lagi.

Laporan media dua hari lalu menyebut JCorp dan CVC Capital Partners (CVC) menerusi entiti yang diwujudkan untuk tujuan khas, Massive Equity, telah menyerahkan surat tawaran kepada KFCH dan QSR Brands untuk mengambil alih 100 peratus perniagaan dan aktiviti perusahaan kedua-dua syarikat tersebut, termasuk semua aset dan liabiliti.

Tawaran tersebut bertujuan untuk menggabungkan kesemua aktiviti dagangan KFCH dan QSR Brands yang memiliki rangkaian restoran KFC di Malaysia, Singapura, Brunei, Kemboja dan India untuk membentuk satu perniagaan runcit makanan serantau.

Massive Equity menawarkan RM4 bagi setiap unit saham KFCH dan RM6.80 bagi setiap unit saham QSR Brands, melibatkan nilai sejumlah RM3.2 bilion untuk KFCH dan RM2 bilion untuk QSR.

CVC merupakan sebuah firma ekuiti persendirian antarabangsa, menguruskan dana bernilai lebih AS$44 bilion (RM140 bilion). CVC telah melengkapkan lebih 250 pelaburan yang melibatkan pelbagai jenis industri dan negara manakala CVC Asia Pasifik merupakan salah satu pelabur ekuiti paling aktif di rantau ini dan sedang melaburkan dana khusus untuk Asia bernilai AS$6.8 bilion (RM21.6 bilion).

Sehubungan itu, dalam kenyataan beliau, Muhammad Ali juga melahirkan kebimbangannya campur tangan pihak luar yang dimaksudkan datang dengan idea sdan pendekatan yang asing dan jauh berbeza daripada pendekatan amalan pengurusan JCorp selama 40 tahun sejak ia ditubuhkan.

“Campur tangan ini telah mula mematahkan semangat seluruh warga kerja JCorp.

“Jika berterusan, ia dipercayai akan merosakkan dan berpotensi menjejas kekuatan dalaman JCorp yang selama ini telah menyumbang kepada kecemerlangan luar biasa badan korporat milik kerajaan Johor ini,” kata beliau lagi.

Muhammad Ali menambah, pengalaman korporat membuktikan campur tangan pihak luar yang menyebabkan kehilangan autoriti pengurusan dalaman akan menjejas pertanggungjawaban pengurusan dan terdapat tanda-tanda itu sedang berlaku di JCorp.

Katanya, pengenalan budaya korporat baru yang tidak serasi dengan amalan pengurusan dalaman adalah antara punca utama kegagalan organisai termasuk syarikat-syarikat berkaitan kerajaan (GLC).

“Contoh kegagalan ini boleh dilihat sendiri di kalangan beberapa GLC lain milik kerajaan Johor seperti KPRJ,” kata beliau yang turut bimbang bahawa “penyakit” itu sedang menjangkiti JCorp.

***Siapa yang dimaksud kan dengan tangan-tangan Superman? Adakah Superman yang dimaksud adalah orang politik dan menteri atau orang istana? Mari kita menjadi saksi kepada kenyataan ex-ceo ini. Kalau benarlah ada campurtangan tangan-tangan superman, aku yakin kedudukan kewangan JCorp akan bertambah parah sepertimana yang dikatakan ex-ceo tersebut. Sesetengah syarikat-syarikat yang telah disenaraikan di Bursa telah menjadi bukti, ianya 'hancur' bila ada tangan-tangan superman 'campurtangan'.***

REGULATED SHORT SELLING (RSS) AT BURSA

Basically, short selling means that investors sell a share without first having it. Short selling is a technique used by investors to profit from the falling price of an overpriced market.
In Bursa Malaysia, short selling is regulated under Regulated Short Selling (RSS) and Securities Borrowing and Lending (SBL) guidelines, which introduced to the market on 3rd January 2007. Prior to 2006, short selling was banned for about 8 years.
RSS means that investors sell a share without first having it, but they have to borrow it from the Central Lending Agency (CLA). CLA is an agency managed by Bursa Clearing where all lending and borrowing are taking place. Investors don’t deal directly with the CLA, but they have to go through the approved Participating Organisation (PO) or investment bank.
For those who have excess shares, you may lend it to the CLA and earn some fees.
1. How to participate in RSS?

Investor who wishes to participate in RSS must open a designated RSS trading account with a PO. All short selling transactions are to be executed through a RSS Account.
Prior to executing RSS, investors must first borrow the stocks from the CLA through the approved PO. Investors have to pay a fee and placing sufficient collaterals for borrowing.
Upon successfully borrowed the required stock, RSS will be executed by dealers at PO after receiving instruction from the investors. The order price must be higher than the last traded price of the relevant stocks. This is known as the ‘up-tick rule‘.
2. Which stocks are approved for RSS
Currently, there are 100 stocks are approved by Bursa Malaysia for RSS. Please refer to table 1 below.
The stocks were approved based on the following criteria,
  • average daily market capitalisation must exceed RM500 million for the preceding 3 months
  • at least 50 million shares in public float
  • average monthly traded volume must exceed 1 million units for the preceding 12 calendar months
List of approved stocks for RSS is updated every 6 months.
3. Suspension of RSS
Total short position of an approved stocks is limited to 10% of the total number of the shares. When the limit reach, RSS activities on that stocks will be suspended for 4 market days.

Syd Barrett, Pink Floyd Co-Founder And Psychedelic Pioneer, Dies At 60

Band's original frontman spent last 35 years as recluse.


Syd Barrett, the psychedelic pioneer who was Pink Floyd's original frontman but spent the final 35 years of his life in near-total seclusion, has died, according to a spokesperson for the band. He was 60.
The spokesperson — who declined to give her name — would not confirm when or where Barrett died nor would she speculate on the cause of his death, saying only that he died peacefully and that his family is planning a small, intimate funeral. Various media outlets are reporting Barrett passed away Friday at his home in Cambridge, England; he had also suffered from diabetes for many years.
The members of Pink Floyd's best-known lineup — David Gilmour, Nick Mason, Roger Waters and Richard Wright — released a statement on Tuesday (July 11), saying they were ''very upset and sad to learn of Syd Barrett's death.''
''Syd was the guiding light of the early band lineup and leaves a legacy which continues to inspire,'' their statement read.
Barrett (real name: Roger Keith Barrett) co-founded Floyd with bassist Roger Waters in 1965, and, like many British groups of the era, the band was initially inspired by American blues and R&B artists. But within two years, they began to stretch that material out, incorporating feedback and other guitar trickery into long passages of their songs, and adding psychedelic light shows to their frenetic live sets, which they dubbed "happenings."
The result of all that experimentation was Pink Floyd's first album, the alternately spacey and dense The Piper at the Gates of Dawn. Featuring 11 songs — 10 of which were written by Barrett — the 1967 album was lauded by the British press for its compelling mix of complexity and childlike wonder.
But it was during a subsequent U.S. tour in support of the album that Barrett began to show signs of instability, oftentimes standing motionless onstage or noodling away at material that had little, if anything, to do with the music the band was playing at the time. Pink Floyd cut that tour short, hoping that time off the road would help Barrett recover; they enlisted guitarist David Gilmour and operated for a time as a quintet. But over the next few months, Barrett suffered a breakdown and left the band (though he does appear on a couple of tracks on their second album, 1968's A Saucerful of Secrets.)
He re-emerged in 1970 with a pair of fragile and frantic solo records, The Madcap Laughs and Barrett, both of which were produced by Gilmour. Neither album proved to be a commercial success, though they did earn Barrett a large cult following that continues to sing his praises loudly to this day, in particular David Bowie (who covered Barrett's "See Emily Play" in 1973), British psycho-folkie Robyn Hitchcock and Flaming Lips frontman Wayne Coyne.
The albums would be the last pieces of music Barrett would ever release, although a collection of radio sessions and an outtakes compilation called Opel were released during the 1980s. He would all but disappear from the public eye, giving his last interview in 1971 and living quietly at his Cambridge home, turning away fans and journalists who arrived at his door.
He turned up unannounced at Floyd's recording sessions for 1975's Wish You Were Here, overweight and with his eyebrows shaved, offering to contribute to the album; his erstwhile bandmates didn't recognize him at first. He ultimately did not appear on the LP, although its "Shine On You Crazy Diamond" is about him and the album is dedicated to him.
Last year, when Gilmour, Waters, Mason and Wright reunited in London's Hyde Park for Live 8 (see "Jay-Z, U2, Madonna, Pink Floyd Deliver Live 8 Highlights"), Waters dedicated an acoustic version of "Wish" to Barrett.
"It's quite emotional standing up here with these guys," he said as the Hyde Park crowd began to cheer. "We're doing this for everyone who's not here. And particularly, of course, for Syd."

ADAKAH KWSP KITA DICURI ?


Apakah senyuman mereka ada tanda yang menunjukkan kegusaran kepada duit kita di KWSP??


Pada 23 Jun 2011, KWSP telah membentangkan laporan tahunan kepada parlimen, mengisytiharkan dividen 5.8% dan menjelaskan bahawa 27% daripada pelaburan adalah dalam Sekuriti Kerajaan Malaysia (SKM) dan 32% pula adalah pinjaman dan bon kepada agensi-agensi kerajaan. Satu carta yang mudah di bawah meringkaskan laporan itu. Dengan dana RM 440,52 bilion, KWSP adalah salah satu daripada dana yang terbesar di dunia dan mewakili wang simpanan 12 juta pekerja sektor swasta.

Persoalannya adalah mengapa lebih 60% daripada dana KWSP adalah dalam bentuk pinjaman kepada Kerajaan dan badan-badan Kerajaan? Adakah Kerajaan Malaysia peminjam yang baik?

Mari kita lihat rekod kewangan Kerajaan BN ....

Berikut adalah ringkasan defisit tahunan Kerajaan. Bajet 2012 akan menandakan tahun ke- 15 defisit bajet dengan tiada tanda-tanda penjimatan dari segi kewangan. Dan seperti yang anda boleh lihat di bawah, akan ada bujet tambahan disamping bujet tahunan setiap tahun.

Hutang Kerajaan pada Disember 2010 berada pada 407 Billion ringgit. 60% daripada ini atau 240 bilion adalah hutang kepada KWSP. Ini bermakna Kerajaan BN Malaysia telah membelanjakan 60% daripada semua simpanan anda di KWSP!

Selepas defisit belanjawan selama 14 tahun berturut-turut, dan pembiayaan defisit dengan meminjam, Sekuriti Kerajaan Malaysia (SKM) dinilai sebagai CC (-) ve. Di CC negative ini, apakah hasil tahunan? Tentu sukar dipercayai bahawa ia adalah 3% dan ke bawah!! Mengapa? Kerana SKM tidak dilelong!! Terdapat pembeli yang bersedia untuk membeli SKM dan selain daripada dana PNB yang tidak berkesudahan seperti bon 1Malaysia, penangung utama hutang Malaysia adalah KWSP.

"Nilai Saksama" kadar yang lebih rendah untuk gred A tunggal dan ke bawah menjana hasil tahunan sebanyak 5% dan ke atas. Bon Kerajaan Greece misalnya diniagakan pada kadar hasil yang melebihi 21% setahun

Dalam Perlembagaan, hutang Kerajaan Malaysia dihadkan pada 55% daripada KDNK. Pada 30 Jun 2011, hutang Kerajaan berada pada 433 bilion, iaitu 53% daripada KDNK. Pada 55%, Kerajaan akan secara rasmi jatuh dalam keadaan krisis dan perlembagaan perlu ditukar supaya peminjaman dapat ditingkatkan dan mungkin juga memerlukan ikat jamin.

Baru-baru ini bank pusat EU telah bersetuju untuk menghulurkan bantuan kewangan kepada Kerajaan Greece dengan syarat mereka menerima pakai langkah-langkah penjimatan besar-besaran dan pemberi pinjamanan memotong 50% daripada semua pinjaman terkumpul.Lagipun, mereka terus-menerus meminjam kepada peminjam yang menunjukkan tiada komitmen untuk mengurangkan perbelanjaan dan mula untuk melangsaikan hutang mereka. Bayangkan jika KWSP diminta untuk menghapuskan 50% daripada hutang Kerajaan Malaysia!

Malah lebih teruk daripada itu ...

Senario yang lebih buruk lagi telah dibayangkan oleh Pakatan Rakyat baru-baru ini apabila mereka melaporkan bahawa kebanyakan hutang Kerajaan tidak dilaporkan kerana sebahagian besarnya disembunyikan daripada rakyat dalam bentuk hutang yang ditanggung oleh agensi-agensi Kerajaan.

Seperti yang anda dapat lihat di atas, 433 bilion hutang kerajaan diwakili oleh bar merah dan Oren. Selain angka rasmi, tambahan 184 bilion yang ditanggung oleh pelbagai agensi Kerajaan.

Jadi ....Adakah KWSP yang dirompak?

Saya mengatakan ya ia. Biar saya terangkan bagaimana.

Ringkasan pada bajet 2012 di bawah.

Daripada 233 bilion, jumlah perbelanjaan operasi berada pada 162 bilion dan lebih 64 bilion diperuntukkan bagi perkhidmatan awam dalam bentuk pencen dan upah. Daripada 233 bilion, hanya 51 bilion untuk pembangunan, di mana lebih 80% adalah untuk projek-projek pembinaan yang direka khusus untuk memberi manfaat kepada beberapa orang yang bertuah. Dan bercakap tentang rakan-rakan yang bernasib baik, lebih daripada 10 bilion adalah dalam bentuk subsidi yang dibayar oleh kita dan sedang dibayar terus kepada badan-badan korporat!

Dan bagaimana mereka akan membayar untuk semua ini? Sudah tentu dengan meminjam! Adakah mereka sedar bahawa kitalah yang akan membayar hutang termasuk bunga? Najib mengumumkan bahawa caruman pekerja kepada KWSP akan meningkat kepada 12% daripada gaji. Ertinya KWSP mampu meminjamkan lebih banyak lagi! Dan jika gaji anda kurang daripada RM 5,000, sumbangan anda akan meningkat kepada 13%.

Dalam kesimpitan namun perbelanjaan tetap tidak berhemah

Ini adalah masa-masa yang sukar bagi kita. Dan Kerajaan telah melakukan yang terbaik untuk mengatasi perkara ini dengan pemberian kenaikan gaji 7-13% kepada semua kakitangan Kerajaan dan pada masa yang sama dengan berhati-hati mengelakkan isu gaji minimum bagi pekerja sektor swasta.

Kerajaan pada masa ini mengumpul kira-kira 4 bilion daripada GST yang telah sedia ada. Bayaran untuk satu masa dahulu sebanyak RM 500 untuk pekerja sektor awam akan meningkatkan kos Kerajaan kepada lebih 2.6 billion.

Saraan untuk perkhidmatan awam memakan kos RM 20 bilion pada tahun 2004. Pada tahun ini, ia akan menelan belanja 64 bilion.

Jadi kesimpulan adalah sama. Mereka merampas wang KWSP untuk dapatkan undi daripada 1.3 juta penjawat awam.

Sesungguhnya ini masa yang sukar ... Dan lagi, DRB Hicom membeli 237 perisai pembawa askar dari Turki yang bernilai RM 1.7 bilion dan menjual kepada kementerian pertahanan dengan harga RM 7.55 bilion. Kerajaan Malaysia telah membeli 6 Kapal pejuang pesisir untuk Tentera Laut. Ini adalah kapal-kapal tentera laut yang paling canggih di dunia, mampu untuk menembak pesawat, kapal dan kapal selam ... negara lain yang mempunyai kapal-kapal itu adalah Amerika Syarikat. Mereka mempunyai 2. Kita membeli 6 dengan kos sebanyak 10 bilion ringgit. MRT boleh dibina dengan RM 9 bilion. Tetapi Datuk Seri Idris Jala baru-baru ini menyatakan bahawa MMC Gamuda mungkin akan menanggung kos yang lebih daripada RM 54 billion untuk membinanya.

Kerajaan boleh mengurangkan subsidi untuk beras dan gula dengan membuka pasaran untuk penjual-penjual lain, tetapi tidak, kedua-dua komoditi ini dikawal oleh syarikat kroni Kerajaan. Syed Mokhtar Al Bukhary adalah pemilik semua syarikat-syarikat yang disebut di atas. Oleh kerana orang ini mengambil alih bekalan eksklusif komoditi ini pada tahun 2008, ia dijual pada harga dua kali ganda. Walaupun subsidi Kerajaan adalah sebanyak 60 sen sekilo beras dan 20 sen sekilo gula.

Kerajaan boleh dengan mudah membeli lebuh raya LDP dengan 1.5 bilion ringgit, tetapi tidak, adalah lebih baik mereka terus untuk mengutip tol dari kita dan juga menerima 1.5 bilion dalam subsidi dari Kerajaan. IPP kita membeli gas pada RM10 lebih murah berbanding syarikat-syarikat di Thailand dan 15 ringgit yang lebih murah daripada Singapura (Per CuM) tetapi Kerajaan masih perlu untuk memberi kepada mereka berbilion-bilion dalam bentuk subsidi.

Tiada apa-apa jua dilakukan seperti yang dibuktikan oleh laporan terbaru Audit Negara

Tahun demi tahun demi tahun, laporan tahunan Ketua Audit Negara melaporkan tentang kesalahan dalam urusan kewangan Kerajaan. Tetapi tiada apa-apa yang pernah dilakukan. Ambil contih laporan tahun ini. SPRM pergi terus sahaja membuka 36 fail siasatan untuk menyiasat semua sampah-sampah ini. Dan kes-kes tersebut kini ditutup. Mereka mendapati tiada unsur rasuah atau penipuan. Satu lagi perkara yang ditonjolkan laporan AG adalah tabung kecemasan perbendaharaan yang berjumlah sebanyak 1.5 bilion kini hanya tinggal 79 juta ringgit. 1.4 bilion telah lesap ... ..

Lebuh raya bertol yang dibina dengan kos sebanyak 26.4 bilion dan pengendali telah pun meraih 37.7 billion dan menerima 2.1 bilion lagi dalam bentuk subsidi daripada Kerajaan. Dan mereka sedang merancang untuk menaikkan kadar tol tidak lama lagi.

Jentera Kerajaan Barisan Nasional adalah satu sistem yang membawa faedah dan memperkayakan kroni dengan secara besar-besaran dengan cara kontrak berat sebelah. Ia juga memastikan kesetiaan dari undi 1.3 juta penjawat awam yang menikmati semua jenis faedah atas perbelanjaan yang dikeluarkan oleh pembayar cukai. Sistem cukai direka untuk mengecualikan majoriti kakitangan awam daripada membayar apa-apa cukai. Dan hutang Kerajaan akan terus meningkat .Pada tahun 2004, jumlah hutang Kerajaan adalah 217 billion. Pada 30 Jun 2011, ia berjumlah 433 billion. Pentadbiran Najib sememangnya memerah kita kering. Dan mereka menggunakan dana kita dalam KWSP untuk menjalankan semua perbelanjaan yang melampau ini, untuk memperkayakan diri mereka sendiri, dan merasuah kakitangan perkhidmatan awam untuk terus setia.

Kita pelabur KWSP berjumlah 12 juta. Undilah untuk menentang rasuah, undi menentang kemiskinan, dan undi menentang rompakan simpanan KWSP kita.

Malay-Indonesian is spoken – surprise – in Malaysia and Indonesia. Actually, we kinda fudged the numbers on this one because there are many dialects of Malay, the most popular of which is Indonesian. But they’re all pretty much based on the same root language, which makes it the ninth most-spoken in the world.

Indonesia is a fascinating place; a nation made up of over 13,000 islands it is the sixth most populated country in the world. Malaysia borders on two of the larger parts of Indonesia (including the island of Borneo), and is mostly known for its capital city of Kuala Lumpur.

Think of Portuguese as the little language that could. In the 12th Century, Portugal won its independence from Spain and expanded all over the world with the help of its famous explorers like Vasco da Gama and Prince Henry the Navigator. (Good thing Henry became a navigator . . . could you imagine if a guy named “Prince Henry the Navigator” became a florist?) Because Portugal got in so early on the exploring game, the language established itself all over the world, especially in Brazil (where it’s the national language), Macau, Angola, Venezuela, and Mozambique.

Sufi Road: Epistemologi Makrifat

Pengetahuan yang diperoleh melalui olah nalar disebut dengan ilmu ('ilm) dan pengetahuan yang diperoleh melalui olah batin disebut makrifat (ma'rifah). Secara kebahasaan, kata 'ilm berasal dari akar kata alima-ya'lamu, berarti mengetahui. Seakar kata dengan 'alam, berarti tanda, petunjuk, bendera.'Alamah berarti alamat atau suatu tanda yang melalui dirinya dapat diketahui sesuatu yang lain (ma bihi ya'lamu al-syai). Dalam pembahasan tentang alam dijelaskan segala sesuatu selain Allah (ma siwa Allah) adalah alam. Alam adalah tanda menunjuk kepada (adanya) Allah SWT. Alam juga sekaligus memberikan kesadaran dan pengetahuan tentang Allah SWT. Dari segi kebahasaan dapat ditangkap makna 'ilm dan 'alam memiliki konotasi fisik dan mekanik (hushuli).

Sedangkan, makrifah berasal dari kata 'arafa-yurif, memiliki berbagai makna yang lahir dari padanya, antara lain, mengetahui dan mengenal lebih dalam (i'rfah), pengakuan dosa (i'tiraf), wukuf di Arafah ('arrafah al-hujjaj), Padang Arafah ('arafat), tempat antara surga dan neraka (a'raf), bersetubuh ('arafah al-ma'ah), saling mengenal satu sama lain (ta'aruf), warisan tradisi lama yang positif ('urf), terkenal, masyhur (ma'ruf), ilmu pengetahuan luas (ma'arif), dan pengetahuan yang mendalam dan komprehensif ('irfan/ma'rifah). Dari segi kebahasaan dapat dipahami makna makrifat memiliki konotasi lebih tinggi dan agung (hudhuri).

Dengan perbedaan tersebut, dengan sendirinya antara ilmu dan makrifat memiliki ontologi, epistemologi, dan aksiologi yang berbeda satu sama lain. Perbedaan ini bisa dipahami melalui perbedaan antara ilmu-ilmu hushuli dan ilmu-ilmu hudhuri (lebih lanjut mengenai hal ini lihat artikel terdahulu: "Antara Ilmu Hudhuri dan Ilmu Hushuli").

Secara ontologi, ilmu ('ilm) masih lebih banyak berkutat pada wilayah logika manusia. Referensi yang digunakan untuk memahami ilmu juga masih bersifat fisik dan visual, meskipun dalam tingkatannya yang lebih tinggi, khususnya dalam level filsafat makna, sudah ada yang mulai bertumpang tindih dengan level awal ontologi makrifat. Ontologi makrifat, sebagaimana arti dasarnya, lebih mengacu pada wilayah-wilayah yang dapat dikatakan asing bagi para ahli ilmu pengetahuan (saintis).

Meskipun demikian, sesungguhnya para saintis tidak bisa serta-merta menafikan keberadaan ontologi keilmuan makrifat karena secara de facto banyak peristiwa yang diungkap oleh pengetahuan makrifat sulit dibantah oleh para saintis. Sebutlah contoh tentang efek keberadaan Tuhan yang dulu dinafikan oleh para saintis positivisme, tetapi di dalam era posmodernisme mulai diberi ruang. Terakhir para saintis dalam era new age tidak bisa menyembunyikan adanya Godspot di dalam diri manusia. Kini para ilmuwan modern, sesekuler apa pun mereka, tidak dapat lagi terus-menerus 'menyerang' kaum agamawan (baca: agnostik) karena mereka sendiri meragukan dirinya sendiri.

Bahkan, di negara-negara maju sekarang sudah mulai demam kajian spiritual. Kabbalah (mistisisme Yahudi) yang dulu diharamkan oleh para Rabbi karena dianggap bid'ah kini laksana cendawan tumbuh di mana-mana. Di New York, tepatnya The Manhattan Center, yang terletak di 155 E/84 St, di jantung Kota New York berdiri tegak Kabbalah Center. Jauh sebelumnya, Karen Berg pernah mendirikan The National Research Institute of Kabbalah di Los Angeles, yang sampai sekarang ramai dikunjungi artis Hollywood dan ilmuwan Yahudi di sana. Di Eropa dan Amerika Latin juga demikian halnya. Lembaga-lembaga meditasi bahkan sudah dibuka di sejumlah universitas terkemuka. Buku-buku new age pernah mendominasi sejumlah toko buku di Amerika dan Eropa. Pusat-pusat sufistik akhir-akhir ini mungkin lebih ramai di Barat daripada di Timur. The Beshara School, sebuah lembaga spiritual yang bertaraf internasional, sudah mulai go public dan merambah hampir di seluruh negara. Begitu pun Ibnu 'Arabi Society, para anggotanya semakin besar, sebagaimana dapat dilihat di webnya. Pengikut Kabbani dan Bawa Muhaiyaddeen di AS juga semakin ramai dikunjungi pengikut. Di antara mereka bukan orang awam, tetapi sangat terdidik dan pejabat.

Meningkatnya gerakan sufisme di berbagai tempat menandakan adanya ketidakpuasan manusia terhadap capaian ilmu pengetahuan selama ini. Paling tidak kehausan intelektualitas manusia ternyata tidak mampu dipuaskan oleh ilmu pengetahuan ('ilm). Manusia menginginkan lebih dari sekadar ilmu yang hanya mampu memberikan kepuasan logika. Kepuasan sejati hanya dapat dirasakan manakala menyentuh aspek hakiki dari manusia yang namanya kepuasan batin. Justru kepuasan batin inilah yang kemudian mendatangkan kesadaran kemanusiaan yang lebih tinggi.

Untuk bisa sampai pada tingkat kepuasan batin ini dibutuhkan pengetahuan tingkat tinggi yang biasa disebut dengan makrifat, yang sesekali disebut irfan atau dalam istilah tasawuf biasa disebut dengan mukasyafah. Mukasyafah berarti penyingkapan tabir-tabir (hijab) yang selama ini menghijab manusia untuk mengakses sebuah dunia yang agung, di mana manusia bisa meraih kepuasan yang luar biasa.

Epistemologi makrifat lebih dari sekadar menempuh epistemologi keilmuan biasa. Persyaratan yang harus ada di dalam menggapai tingkat makrifat Al-Qusyairi ialah penyucian diri dari berbagai dosa dan maksiat, bersih dari urusan dan ketergantungan dunia, terus-menerus bermunajat di hadapan Allah dengan cara sirri, selalu memelihara kelembutan jiwa dan budi pekerti, serta penuh pengendalian dan mawas diri. Bagi orang yang mencapai tingkat mukasyafah (penyingkapan), ia akan berada pada tingkat musyahadah (penyaksian kepada zat Yang Mahamulia). Dalam keadaan seperti ini, manusia bisa memperoleh kepuasan intelektual hakiki yang tak terlukiskan.

Rawaim Ibnu Ahmad pernah menggambarkan orang yang mencapai tingkat makrifat bagaikan seorang menyaksikan cermin. Jika ia melihat cermin itu, akan tampak jelas Tuhannya. Zunnun al-Mishri melukiskan orang-orang yang bergaul dengan penerima makrifah seperti orang-orang yang bergaul dengan Allah SWT. Menurut al-Hallaj, "Jika seorang hamba telah sampai kepada makrifatullah, Allah akan membisikkan kepadanya dengan melalui hatinya dan menjaga hatinya dari kata hati yang tidak benar." Abu Yazid al-Busthami pernah ditanya perihal orang yang mencapai makrifat, ia menjawab, "Orang arif adalah penerbang dan orang zuhud itu pejalan kaki." Selanjutnya, ia menambahkan, "Ketika ia tidur ia tidak melihat selain Allah, ketika ia terjaga ia tidak melihat selain Allah, ia tidak beribadah selain kepada Allah."

Untuk urusan lebih teknik untuk memperoleh makrifat, Ahmad Ibnu Atho' berkomentar: "Makrifat itu memiliki tiga rukun, yaitu takut kepada Allah, malu kepada Allah, dan senang kepada Allah." Jadi, memang tidak gampang mencari dan menemukan makrifat. Hampir seluruh ulama sepakat bahwa cara untuk meraih sukses mencapai makrifat ialah kebersihan batin. Untuk itu, penyucian jiwa (tadzkiyah al-nafs) dan keindahan batin (tanwir al-qulub) serta niat yang tulus merupakan persyaratan mutlak yang harus diwujudkan di dalam diri murid.

Pada dasarnya, manusia itu memiliki kemampuan dan kecerdasan, bahkan makrifat. Hanya, mereka terkontaminasi oleh lingkungan sosial sehingga mereka perlu berzikir (mengingat kembali). Ayat yang sering dilibatkan kelompok ini, antara lain, fas'alu ahl al-dzikr inkuntum la ta'lamun. (Bertanyalah kalian kepada ahli zikir jika kalian tidak tahu); Afala tatadzakkarun (Mengapa kalian tidak mengingat kembali?), dan Aqim al-shala li dzikri (Dirikanlah shalat untuk mengingat Aku). Kelompok ini mengedepankan penyucian diri dalam bentuk tazkirah, tashawwuf, tashwir, dan tazkiah untuk menjernihkan kembali pengetahuan inti yang pernah dibekalinya sejak lahir.

Menuntut ilmu-ilmu makrifat juga diperlukan kesantunan kepada guru (mursyid), sebagaimana dapat dilihat di lembaga-lembaga spiritual, termasuk dalam tradisi pondok pesantren. Ketawadhuan seorang murid dan kesantunan seorang guru atau kiai adalah adanya tradisi keluhuran dalam proses pencarian ilmu pengetahuan. Ini sejalan dengan ayat: "Sebagaimana (Kami telah menyempurnakan nikmat Kami kepadamu) Kami telah mengutus kepadamu Rasul di antara kamu yang membacakan ayat-ayat Kami kepada kamu dan menyucikan kamu dan mengajarkan kepadamu Al-Kitab dan Al-Hikmah (As-Sunah), serta mengajarkan kepada kamu apa yang belum kamu ketahui." (QS al-Baqarah [2]: 151)

THE sister of late Apple genius Steve Jobs has revealed his last words were: "Oh wow, oh wow, oh wow."

In a touching tribute, Mona Simpson said her brother — the brains behind the iPod, iPhone and iPad — uttered the words as he gazed lovingly at his family.

She added that he was "like a girl in the amount of time he spent talking about love".

Her eulogy, read at Steve's memorial service and published yesterday in the New York Times, added: "Death didn't happen to Steve, he achieved it."

Novelist Mona, 54, only met Steve when they were in their 20s after he was adopted at birth.

She recalled how they first met after she learned she had a long-lost brother, who by then was already a hugely successful inventor.

And she remembered what Steve, who died on October 5 aged 56, told her on the day he first met his wife Laurene: "There's this beautiful woman and she's really smart and she has this dog and I'm going to marry her."

The couple, who were married for 20 years, had three children. All three were in their dad's hospital room hours before his death, when Steve, weakened by his fight against pancreatic cancer, spent time looking at them.

Mona said: "Love was his supreme virtue, his god of gods. He tracked and worried about the romantic lives of the people working with him.

"Whenever he saw a man he thought a woman might find dashing, he called out, 'Hey are you single? Do you wanna come to dinner with my sister?'"

Referring to his trademark outfit, she added: "For an innovator, Steve was remarkably loyal. If he loved a shirt, he'd order 10 or 100 of them. In the Palo Alto house, there are probably enough black cotton turtlenecks for everyone in this church."

And speaking about his last moments, Mona said: "Steve's final words were monosyllables, repeated three times.

"Before embarking, he'd looked at his sister Patty, then for a long time at his children, then at his life's partner, Laurene, and then over their shoulders past them.

"Steve's final words were, OH WOW. OH WOW. OH WOW."

After being diagnosed with cancer, Steve ignored the protests of family, friends and doctors for nine months and tried to fight his illness with a vegan diet, acupuncture and herbal remedies.

He eventually underwent surgery in 2004, but the cancer had spread by that time to tissue around the pancreas.

Steve told biographer Walter Isaacson: "I really didn't want them to open up my body, so I tried to see if a few other things would work."

At the memorial this month, celebrities and Silicon Valley nobility paid tribute to the Apple co-founder at a private memorial service under tight security at Stanford University in Palo Alto, California, US.

PRESBHD - Lands First Middle East Contract (OSK)

Prestariang has clinched its first Middle East contract worth USD750k for a period of 3 years. It signed an agreement with Knowledge Point Educational Consultant (KPEC), an education and consulting firm based in Abu Dhabi, United Arab Emirates (UAE), to implement the Project-based Cyber Ethics Program in the UAE market.


Small for now but huge on potential. Although the contract value is deemed insignificant at approximately 1% of Prestariang’s existing orderbook of over RM200m, we see great underlying potential given the enormous addressable market with anchor partner KPEC on board. Riding on the collaboration, Prestariang could explore opportunities arising in other countries in the Arabian gulf region. This is in line with its intention of making strategic expansion into regional markets leveraging on its in-house training and certification products.

BUY. Since we initiated coverage on 29 Sept, Prestariang’s share price has moved up by a stellar 30%, outperforming the benchmark FBM KLCI index by over 25%. We continue to like the stock’s compelling valuation, sturdy orderbook as well as efforts to diversify its earnings stream, riding on its innovative in-house developed products. Moreover, trading interest is likely to spike up as the news flow on its overseas forays increase in the coming months. Hence, we maintain our BUY call at an unchanged Fair Value of RM0.92, based on an appealing 6x FY12 PER, with yield of >9% for both FY11 and FY12.

Then in the first 30 days the prosecution fumbled through a series of key witnesses whom later had to be impeached for proffering testimony contradictory to their pre-trial statements. In one case, a police officer testified that police interrogators "tortured and coaxed" her to make pre-trial statements which were untrue.

Subsequent witnesses testified that police reports and phone records had been changed and that other evidence had been tainted and should therefore be thrown out.

In another incident a witness testified that she had seen previous photos of the victim with Deputy Prime Minister Najib Abdul Razak, and both the prosecution and the defense leapt to their feet to have the testimony stricken from the record.

The same witness also testified that hers and the victim's immigration records showing entry to Malaysia had been mysteriously deleted.

Neither the prosecution nor the defense pursued a line of questioning regarding that testimony.

AIRASIA X, bercadang melaksanakan tawaran awam permulaan (IPO) bagi penyenaraiannya tahun depan, dan kini sedang berunding untuk menjual 10 peratus sahamnya kepada Khazanah Nasional Bhd.
Ketua Eksekutifnya, Azran Osman-Rani, berkata penjualan saham kepada sayap pelaburan kerajaan itu, dijangka dibuat sebelum akhir tahun ini apabila kedua-dua pihak mencapai persetujuan ke atas harganya.
Beliau bagaimanapun tidak memberitahu saiz IPO yang dicadangkan itu atau di mana sahamnya akan disenaraikan.

Ogos lalu, Penerbangan Malaysia (MAS) dan AirAsia Bhd bersetuju melaksanakan pertukaran saham dalam satu urus niaga bernilai kira-kira RM1.14 bilion, yang dianggap penganalisis dapat menghapuskan pertindihan perniagaan, selain mampu merangsang keuntungan kedua-dua syarikat.

Di bawah urus niaga itu, Khazanah akan mendapatkan 10 peratus kepentingan dalam AirAsia.

“Langkah seterusnya adalah Khazanah akan turut membeli kepentingan AirAsia X dan itulah kedudukannya kini,” kata Azran.
“Jika kami mencapai persetujuan ke atas harga dan pemegang saham menerimanya, maka mereka (Khazanah) akan menjadi pemegang saham dalam AirAsia X,” katanya.

Setakat ini, kumpulan itu itu masih belum melantik mana-mana bank bagi menguruskan cadangan IPO berkenaan.

Bagaimanapun, Azran berkata, AirAsia X sudah melantik Morgan Stanley sebagai penasihat bagi urus niaga dengan Khazanah.

AirAsia, yang membuat rekod dengan menempah 200 pesawat Airbus A320neo, menguasai 16 peratus kepentingan dalam AirAsia X, manakala Virgin Group yang dimiliki ahli perniagaan Richard Branson pula memegang 10 peratus.

Sementara itu, Azran berkata, AirAsia X yang kini menawarkan penerbangan ke New Delhi dan Mumbai belum merancang meningkatkan rangkaiannya di India kerana laluan ke negara itu kini mencatatkan kerugian.

Beliau berkata, permintaan kini lebih terarah kepada penerbangan keluar India, tetapi permintaan penerbangan masuk adalah kurang.

“Kita pernah berdepan situasi yang mana syarikat menawarkan 5,000 tiket percuma ke India dari Kuala Lumpur, tetapi hanya 3,800 yang diambil. Maka, kita perlu bekerja lebih gigih bersama industri pelancongan India bagi menjadikan Delhi dan Mumbai destinasi lebih menarik,” katanya.

Azran berkata, kurangnya alternatif hotel premium tinggi di kedua-dua bandar raya utama India itu menjadi punca utama kurangnya minat pelancong asing.

AirAsia X mencatatkan purata faktor muatan sekitar 70 peratus di India disebabkan tiada keseimbangan dalam aliran keluar dan masuk, berbanding kira-kira 80 peratus dalam kebanyakan pasaran lain. – Reuters

NOURIEL ROUBINI 'DR. DOOM'











8 Reasons Nouriel Roubini Is (Still) So Worried…And His Plan to Save the Global Economy

Nouriel Roubini is worried about the global economy. With Daniel Alpert of Westwood Capital and Cornell Law Professor Robert Hockett, Roubini has co-authored a new report entitled The Way Forward: Moving From the Post-Bubble, Post-Bust Economy to Renewed Growth and Competitiveness.

Wednesday night in New York City, the three spoke before a small gathering organized by The New America Foundation, which commissioned the report. Before discussing the trio's policy recommendations, Roubini laid out the 8 reasons why he's still so worried about the global economy (or is it "still" so worried?).

Here's a summation, which itself can be summed up as: There are several negative trends that could devolve into a "vicious cycle," pulling the global economy into another deep recession, or even something worse:

1) Tail Risks: In recent days, Wall Street has seemingly become optimistic Europe is on its way to solving its sovereign debt/banking crisis, but Roubini is dubious. "They have a plan to have a plan," he scoffs of the latest news from the Continent. (See: European Debt Crisis Reaches "the End of the Beginning": Martin Wolf )

The situation in Europe is "extremely troubling" and after attempting to "extend and pretend," policymakers now "have no luxury of waiting," he says. EU officials have weeks (not months) to develop and implement a plan that is "credible and front-loaded," Roubini says. Failure to do so could result in bank failures, sovereign defaults or even a "disorderly disintegration" of the EU, any of which could turn the potential for a "mild recession" into a global crisis "as severe as Lehman if not worse."

(Roubini also warned of the risk of a "hard-landing" in China but says that is probably a 2013 or 2014 story.)

2) Risk Aversion: Given the myriad global uncertainties, businesses see "there is value to wait," meaning less capital expenditures and less hiring. This dynamic can become "self-fulfilling" and lead to a "crisis of confidence," Roubini says.

3) Negative Feedbacks: Recent improvements in financial markets notwithstanding, Roubini worries about the "vicious cycle" of market volatility leading to poor economic activity leading to more market volatility, and so on and so on.

4) Joblessness in America: Last week's better-than-expected jobs report brought hope to some observers, but not Roubini, who notes U6, a.k.a. the "real" unemployment rate, rose to 16.5%, the highest level of the year. The risk, Roubini says, is the "cyclical" problem of joblessness "can become permanent" for those out of work for an extended period, and the ranks of the long-term unemployed rose to 6.24 million in September, or 44.6% of the total unemployed.

5) Reckoning Postponed: Thanks to over $1 trillion in public sector outlays, via taxes and transfers, the deleveraging process at the consumer level has been "postponed," Roubini says. But it cannot be avoided and the U.S. savings rate will start to rise again, which is good for individuals but bad for the economy in what Keynes dubbed "the paradox of thrift"

6) Sitting on Cash: While many optimists tout the strength of corporate balance sheets, Roubini notes corporations are not spending their cash because final demand is so weak. Similar to worry number two, corporations' desire to keep costs down — in order to remain competitive and meet Wall Street earnings targets — is "a vicious cycle, a Catch 22," he says, noting lower labor costs for employers means less income for workers.

7) Rising Income Inequality: "Forget the morality" of America's rising wealth gap, Roubini says; it's bad for the economy because of the negative effect on aggregate demand.

8) Empty Chamber: Policymakers are "running out of bullets," Roubini says, describing the Fed's quantitative easing as "impotent," at least in its ability to spur real economic growth. Meanwhile, European governments can't afford to bail out their banks and efforts by the world's leading economic powers to devalue their respective currencies is a "zero sum game," he says. "Currency tensions could lead to trade wars," which often lead to hot wars.

3 Keys to Recovery

But, as noted above, the NYU professor isn't just about identifying problems, he's also trying to make a "contribution to the policy debate" by offering solutions as well.

"The Way Forward" rests on three pillars:

  • A "substantial" (read: over $1 trillion) program to rebuild America's infrastructure over the next 5-to-7 years, which will create jobs now and lay the foundation for "a more efficient and cost-effective national economy," the report states. ("It doesn't take a genius" to know America needs to spend on infrastructure, Roubini quipped last night. Still, this will require approval from Congress, which seems pretty short on geniuses these days.)
  • A national "debt—restructuring program" designed to "unclog the real estate and financial arteries," and featuring principal reductions and/or bridge-loan assistance for homeowners with a proven ability to continue making payments.
  • Global reforms to restore the balance of trade, as well as the balance of supply and demand. To that end, the paper calls for "the establishment of an emergency global demand-stabilization fund to recycle foreign exchange reserves now held by surplus nations," most notably China. Because any such fund would most likely be administered by the IMF or World Bank, this is likely to prove highly controversial.

"Our present crisis is more formidable even than would be a debt-deflation alone," the paper declares, suggesting the problem has been "inadequate action" by policymakers to date, spurred by an "inadequate understanding of what ails us."

BAJET 2012

The following are salient points of Budget 2012 which was announced by Prime Minister Najib Abdul Razak, who is also finance minister, in Parliament this afternoon.



Total budget - RM232.8 billion, up 9.4%
Operating expenditure - RM181.6 billion, up 11.5%
Development expenditure - RM51.2 billion, up 4.1%
  • Last year, Malaysia's FDI growth was the strongest in Asia and in the first six months of this year have reached RM21.2 billion.
  • Government expects economic growth to remain strong - between 5 and 5.5 percent this year. Growth for 2012 is projected to be between 5 and 6 percent, despite a global economic slowdown.
  • azlanThe budget deficit, the 15th in a row (since 1998), will be further reduced to 4.7 percent of the GDP in 2012.

    In term of amount, this deficit is the highest in history of Malaysia.
  • This is slightly lowerthan the 5.4% for 2011. The budget deficit was slashed from 7.4% in 2009 to 5.6% in 2010.

    Debt servicing was RM12,8 billion in 2008. For 2012, it is RM20.5 billion - an increase of nearly 60%.
  • RM29.8 billion allocated for investment in infrastructure, industrial and rural development.
  • RM13.6bil allocated for the social sector, including education and training, welfare, housing and community development
  • Government to further liberalise 17 services sub-sectors, in places enabling 100% foreign equity.
  • RM18 billion of the RM20 billion PPP Facilitation Fund will be used for high-impact projects, with RM2 billion forbumiputera entrepreneurs.
  • KL International Financial District:

    - income tax break 100% for 10 years, duty stamp exemption
    - development allowances and capital allowances
    - income tax break 50% for property developers in KLIFD
  • In 2012, RM978 million allocated to accelerate the development in five regional corridors.

  • Windfall for Felda settlers: Felda (Felda Global Ventures Holdings Sdn Bhd) will be listed on Bursa Malaysia by mid-2012 to raise funds for the company to become a global conglomerate.

    Felda settlers are expected to receive a windfall, and the amount will be announced before listing.
  • SME revitalisation fund - RM100 million. Easy access loans of maximum RM1 million, handled by SME Bank starting from January 2012.

    Emergency fund RM10 million to help SMEs affected by natural disasters, funded through grant and easy access loans, through SME corporation and MIDF, for purchase of equipment and raw material and repair of premises.

    - RM1 billion for betterment of schools premises (RM500 million for SRK, RM100 million for SRJK (Chinese), RM100 mil SRJK (Tamil), RM10 million for mission schools, RM100 million for Sekolah Agama Bantuan, RM100 million to MRSM - Mara secondary schools).

    - Private schools to get 70% income tax break.

    - Tax break for donations to mission schools and places of worship. Double tax break for companies that give internships, international career fairs and scholarships.
  • Rural development:

    - RM1.1 billlion for rural electricity supply, especially Sabah and Sarawak.

    - RM5 billion will be given to develop rural infrastructure, including RM1.8 billion to the Rural Road Programme and Village-Link Road Project.

    - The government will expand the programme to supply clean water to the rural community in Sabah by RM50 million.

    NONE- In Felda settlements, RM400 million upgrade of water supply system in Pahang, Kedah, Kelantan and Terengganu.

    - RM150 million for rural public transportation, via SME bank for bus companies in low interest loans of 4% interest.

    - Orang Asli: RM90 million for basic needs, including treated water and income generation, RM20 million for the community affected by Cameron Highlands landslide.
  • Civil service:

    - More rankings for pay rise, so the maximum pay for each grade is higher than now. For example, a teacher can have a pay hike of up to 39%.

    - Time-based pay rise scheme, so teachers can go up the ladder faster. For example, teachers will get grade 44 at eight year and grade 48 at 16th year.

    - Annual pay rise from RM80 to RM320 according to grade, up 7-13%.
  • Retirement age will be raised from 58 to 60 years.

    - 600,000 government pensioners will benefit from an additional annual pension increment of 2%.

    - A special programme will be introduced for 175,000 army personnel who are not eligible for pensions.

    - Senior citizens won't have to pay outpatient fees at all government hospitals and clinics. 50% discount on LRT and monorail.
  • Tax for retirees:

    - Tax relief up to RM3,000 on contribution to a private retirement sceme and insurance annuity for 10 years.
    - tax deducation on employers; contribution to private retirement scheme

    - tax exemption for income private retirement fund.
  • Increase employers’ contribution for the Employees Provident Fund from 12% to 13% for those earning RM5,000 and below.
  • azlanTuition fee assistance for civil servants who want tostudy part-time - for 5,000 places for masters and 500 places for doctorate degrees. Total allocation - RM120 million.

    20,000 places for teachers who want toupgrade to degree holders. RM80 million allocated for the first year.
  • Police:

    - RM220 million for modern policing, RM440 million for PDRM (Royal Malaysian Police) development including housing, upgrade of police station and training centres.
  • Defence:

    - RM500 million for army to upgrade all army camps.

    - Ex-servicemen retraining, RM50 million allocated.

    - RM3,000 one-off payment to be given to ex-members of the special constable and auxiliary police as well as widows and widowers.
  • Food and power subsidies:

    - RM0.60 per kilo of local rice
    - RMO.20 per kilo of sugar
    - RM2.25 per kilo cooking oil
    - RM0.55 per kilo for floor
    - RM0.85 per litre of RON95
    - RM0.86 per liter of diesel
    - RM21.43 per 14kg tank of cooking gas
    - Electricity bills of RM20 and below, costing RM150 million.

    Total subsidy: RM33.2 billion
  • Welfare:

    NONE- RM1.2 billion for welfare programme: forsenior citizensRM300 per month, poor children RM100-450 a month, disable RM150-300 per month.

    - To open an extra 85 unitsKedai 1Malaysia, costing RM40 million.

    - To open 30 Agro Bazaar Rakyat for agriculture products.

    - Extend Menu Rakyat 1Malaysia to 3,000 operators, where breakfast provided at RM2, lunch at RM4.
  • First home scheme:

    - Ceiling for house prices under a government deposit guarantee scheme for first time house buyers to be raised to RM400,000 from RM200,000 for those earning RM3,000 and below. This is for joint income (so maximum of RM6,000)

    - 7,700 houses to be built in Cyberjaya, Putra Heights, Seremban, Damansara, Bukit Raja. Prices are below market price, for example in Putrajaya RM150,000 for 1,100 sq ft apartment (market price - RM220,000).

    - Buy-then-sell development concepts, buyers only start paying installment after homes are complete, for homes costing RM600,000 and below.

    azlan- RM443 million to build 8,000 units of low-cost homes for sale, while 7,000 will be built for rent.

    - Government will subsidise low-cost housing by SPNB, each house subsidy will be RM20,000. RM200 million allocated for this programme.

    - RM40 million for restoration and maintenance of public and private low-cost housing.

    - Expats can withdraw their EPF for buy a house.
  • Health:

    - RM15 billion operation expenditure and RM1.8 billion for development expenditure. Upgrade of 81 rural clinics and 50 new 1Malaysia clinics.

    - Hospital Kuala Lumpur, the oldest in Malaysia, will be upgraded to be the country’s premier hospital. RM50 million to construct outpatient block for Hospital Kuala Lumpur. RM300 million to upgrade the hospital with new equipment.
  • NONETaxi drivers:

    - 100% excise duty and sales tax exemption for locally-made taxis.
    - No excise duty or sales tax fortransfer ownership.

    - No road tax for individually-owned budget taxis.

    - 2% subsidy on loan for new locally-made taxi.

    - RM3,000 assistance for disposal of old taxies exceeding seven years but less than 10 years. If 10 years old and above, RM1,000 is given.
  • The National Legal Aid Foundation will ensure that every individual who is charged in court will be given free legal aid. RM15 million allocated.
  • - Training for women in corporate sector: RM10 million

    - RM700 million to build women and children's hospital through private-public partnership.

    - RM320mil for youth entreprenuership training.

    - RM200 million for venture capital for pioneer projects.

    - RM200 million for those who do not finish school. training to be provided by community colleges and Mara colleges, as well as GLCs and private companies.
  • Aim to build 150 futsal courts and 30 football fields with artificial turfs. RM50 million allocated for football fields, RM15 million for futsal courts.
  • Low-income household:

    - One-off RM500 cash assistance for households earning 3,000 per month and below (costing RM1.8 billion), to benefit 3.4 milliion households.

    - One-off RM100 schooling assistance for primary and secondary school students from age 6 to 16, up to Form 5. (costing RM530 million).

    azlan- One-off RM200 book vouchers for students of private and public tertiary institution, and Form 6. (costing RM260 million).
  • EPF can ring fence RM1,300 from account 2 of contributors for the purpose of pilgrimage. As such, the money remains with the contributors but they can register for the Haj.
  • Civil service bonus:

    - Additional half-month salary bonus, with a minimum of RM500 and RM500 for government pensioners, paid together with the December 2011 salary.

    - So for 2011, including earlier bonus, a total RM1,000 minimum for civil servants and RM1,000 for government pensioners.

    - This will benefit 1.3 million civil servants as well as 618,000 government pensioners. (It will cost government RM4 billion).
  • To raise allowance for parliamentarians, as long as "both sides of the divide, government and opposition, agree including the independents".

    The new allowance to start on Jan 1, 2012. No mention of how much.
  • Not mentioned in Budget 2012
